This note caused a controversy because the flag at right front is lilac rather than green, and packs of note were bound with a paper band, not stapled as in the past. The bank explained that the Pakistani flag does not appear on any SBP notes; the crescent and five-pointed star is merely a security feature printed with magenta-to-green OVI. Furthermore, stapling was halted to increase the longevity of the notes.

Pakistan

In August 1947, India and Pakistan declared independence from the United Kingdom. At the time, Pakistan consisted of the predominantly Muslim regions of West Pakistan and East Bengal (renamed East Pakistan in 1955), geographically separated by India, which was largely Hindu.

Staple Holes

Initially, brand new notes were delivered to banks stapled together in bundles of 100. However, during Ishrat Hussain’s tenure as governor of the State Bank of Pakistan (1999 – 2005), this practice was discontinued. As such staple holes are to be expected even in uncirculated condition.

Government of Pakistan

The issuance of 1-rupee notes is the responsibility of the Government of Pakistan (GOV), whereas higher denomination notes are issued by the State Bank of Pakistan. However, some of the earlier issues of higher denominations are inscribed as Government of Pakistan because they were designed prior to the establishment of the State Bank of Pakistan.
